Abstract
School-based nutrition programs serve as essential interventions designed to bridge nutritional gaps that hinder the academic and physical development of Filipino learners. This study evaluates the implementation of these programs within the Division of Cebu Province to determine their alignment with national mandates through the Context, Input, Process, and Product (CIPP) evaluation model. It employed a descriptive-evaluative research design to analyze data from a diverse pool of learners, teachers, administrators, and health practitioners across the districts of Carmen, Compostela, Liloan, and Balamban 1 with 494 respondents. The evaluation scrutinized the Context regarding alignment with national policies such as the Masustansyang Pagkain para sa Batang Pilipino Act; Input concerning the adequacy of funding, facilities, and personnel; Process regarding the consistency of feeding services and stakeholder monitoring; and Product focused on measurable improvements in student Nutritional Status and academic performance in Reading, Math, and Science. Findings indicate that while the programs are fundamentally aligned with national mandates, their success is often mitigated by logistical bottlenecks and resource limitations, which are more prevalent in rural areas compared to urban centers. Consequently, the study culminated in a localized Action Plan for School-Based Nutrition Program Enhancement designed to optimize resource allocation, strengthen community-school partnerships, and ensure that nutritional support serves as a sustainable pedagogical strategy for holistic learner development and long-term academic success within the Philippine basic education system.
