Abstract

Culturally responsive leadership is a framework in education and organizations that involves leaders acknowledging, valuing, and leveraging the cultural insights, past experiences, and varied backgrounds of students and staff to foster fairness and enhance academic success. This study employed a mixed-method research design to examine the implementation of culturally responsive leadership within Maryland public schools. Data was collected exclusively through questionnaires and semi-formal interviews with school leaders and teachers. This study investigates the implementation and impact of culturally responsive leadership in Maryland public schools, emphasizing alignment with state educational policies such as the Blueprint for Maryland’s Future. Despite statewide commitments to educational equity, Maryland public schools continue to experience persistent disparities in student outcomes, as well as demographic mismatches between increasingly diverse student populations and the educator workforce, indicating inconsistent implementation of culturally responsive leadership practices across districts. These gaps highlight the need for a deeper examination of how culturally responsive leadership is enacted and experienced at the school level. The findings highlight that effective culturally responsive leadership practices such as curriculum adaptation, equity-focused professional development, and community engagement are integral to addressing achievement gaps and promoting inclusivity. These practices resonate with Maryland’s policy goals of enhancing educational equity, as outlined in COMAR 13A.01.06 and the Blueprint’s emphasis on high-quality and diverse teachers and leaders. The study highlights the necessity for school leaders to actively engage with diverse communities and implement inclusive policies to foster equitable educational environments. Recommendations include ongoing professional development, policy support, and community collaboration to sustain and expand culturally responsive leadership practices in Maryland public schools.
