Abstract
This study examined the competence and performance of public school heads in governance and management in the Camotes Island group of districts, Division of Cebu Province, DepEd Region VII, during Calendar Year 2024. A quantitative descriptive-correlational research design was employed using validated survey questionnaires administered to 120 school heads and 50 teachers. The instrument measured supervisory, professional, instructional leadership, strategic thinking, and governance competencies, as well as performance in policy implementation, stakeholder engagement, leadership responsibilities, and organizational outcomes. Statistical treatments included frequency, weighted mean, standard deviation, Pearson Product-Moment Correlation, regression analysis, and ANOVA. Findings revealed moderate levels of both competence and performance among school heads. Leadership and governance emerged as relatively stronger domains, while stakeholder engagement and policy execution required further strengthening. Results confirmed a positive and significant relationship between competence and performance (r = 0.496, p < 0.05), indicating that higher competence is associated with improved school performance. Regression analysis further supported the predictive influence of competence on performance outcomes. Based on these findings, an Innovative Training Blueprint was proposed to enhance supervisory, instructional, professional, strategic, and governance competencies of school heads, aligned with the Philippine Professional Standards for School Heads.
