Abstract
This study examines the implementation of mental health initiatives within the Local Government Unit (LGU) of Kabayan, Benguet, focusing on existing policies and programs, challenges encountered, and coping mechanisms employed to sustain employee wellness. Guided by Republic Act No. 11036, the Sustainable Development Goals, and the Civil Service Commission’s directives, the research highlights the critical role of local government employees in delivering essential services while facing stress, burnout, and stigma that affect productivity and public service delivery. Using a qualitative case study design, data were gathered from 49 LGU employees across various departments to provide context-sensitive insights into workplace mental health. Findings reveal that while Kabayan LGU has institutionalized ordinances and programs to support mental health, implementation is constrained by limited funding, inadequate facilities, personnel shortages, and persistent cultural stigma. Coping mechanisms such as resource pooling, partnerships with external agencies, and the establishment of the Municipal Mental Health Council demonstrate resilience but remain provisional.
