Abstract
This study investigated the role of educational planning in enhancing school leadership effectiveness in basic education schools across the Philippines, Singapore, Finland, and Canada. Using a comparative mixed‑methods approach integrated with educational data mining techniques, the study examined the relationship between educational planning and leadership effectiveness, as well as the influence of decision‑making quality and organizational capacity. Findings revealed a positive relationship between educational planning and leadership effectiveness across all countries. Educational planning strengthened leadership effectiveness primarily by improving decision‑making quality, while organizational capacity influenced how effectively planning initiatives were implemented. Despite contextual differences across national education systems, educational planning emerged as a foundational leadership practice that supports effective school leadership when aligned with data‑informed decision‑making and adequate organizational support.
