Abstract
Crisis intervention for children at risk remains a critical concern in the Fourth District of Laguna, where rapid urbanization, systemic gaps, and resource limitations compound children’s vulnerability to abuse, neglect, and exploitation. This study examines the current state of crisis response mechanisms implemented by government agencies, non-governmental organizations, and community institutions within the district. Utilizing a comprehensive review of legislative frameworks, service delivery assessments, and existing programs, the research identifies significant deficiencies in preventive interventions, mental health services, inter-agency coordination, and accessibility in rural areas. The findings highlight the need to shift from reactive crisis response to a comprehensive care model that integrates psychosocial support, education, community-based monitoring, and multi-sectoral collaboration. The study proposes a multi-disciplinary support network aimed at strengthening child protection systems and ensuring sustainable care for vulnerable children. Policy recommendations are offered to guide the development of holistic and resilient support structures.
