Abstract
In the Philippines, the public sector has acted to formalize flexible work arrangements through key policies like Civil Service Commission (CSC) Resolution No. 2200209, to enhance employee productivity by developing a more adaptable and responsive work environment. This study aimed to analyze the organizational performance of the Department of Trade and Industry (DTI) Region IV-A in the context of Flexible Work Arrangement (FWA) using the McKinsey 7S Framework – Strategy, Structure, Systems, Skills, Staff, Style, and Shared Values. The data were gathered through survey questionnaires from DTI IV-A employees using a descriptive-quantitative research design and the Kruskal-Wallis H Test to examine variations in perception depending on demographic profile. The findings showed no significant differences based on age, highest educational attainment, job position, and years in service. However, significant differences by sex were shown in strategy, structure, systems, and skills. Overall, respondents agreed that DTI IV-A is performing effectively under flexible work arrangement, with Shared Values and Skills rated the highest. The study suggests a program for enhancing organizational performance that may be endorsed and implemented throughout the agency. The study is limited to DTI Region IV-A; self-reported data could influence the generalizability of the results. Future studies are encouraged to investigate qualitative points of view and conduct comparative analyses with other regions and agencies.
