Abstract
This study looked into the performance management and its effectiveness to the achievements of the secondary schools of Bacacay Districts, school year 2024 to 2025. It answered the following sub-problems: 1) What are the phases in performance management practiced in the secondary schools?; 2) What is the level of practice in performance management along planning and commitment; monitoring and coaching; review and evaluation; and rewarding and development planning?; 3) What is the level of effectiveness of performance management to the achievements of the secondary schools along teachers, students and stakeholders?; 4) What are the challenges met in performance management of secondary schools?; and 5) What performance management plan may be proposed to address the challenges met? This research utilized the quantitative method of research. Specifically, it employed the descriptive-survey method. The respondents of this study were 286 secondary teachers of Bacacay Districts. The researcher utilized questionnaire as a tool. The researcher employed descriptive statistics in the analysis of the data. These are frequency counts and percentage, weighted mean and ranking. The results revealed that it is planning and commitment which is mostly practiced in the secondary schools of Bacacay Districts with 254 out of 286 respondents or 88.81. The over-all average of the level of practice in performance management of secondary schools in Bacacay District along Planning and Commitment, Monitoring and Coaching, Review and Evaluation as well as Rewarding and Development Planning. The over-all average of the level of effectiveness of performance management to the achievement of the secondary schools along the three (3) areas of concern such as students, stakeholders and teachers is 3.64 with an adjectival description of high. The top challenges in each of the four (4) phases in performance management covered in this study are in Planning and Commitment, it is limited time to discuss performance indicators with a total frequency of 258; in Monitoring and Coaching, inadequate monitoring due to many school activities has a total frequency of 177; in Review and Evaluation, neglect of feedback with 133; and in Rewarding and Development Planning, it is learning opportunities and development initiatives are not strongly supported with 205. To address the identified challenges, the researcher developed a performance management plan. Along Planning and Commitment which is limited time to discuss performance indicators, the activities/ strategies proposed are delegation of Master Teachers to discuss and agree on performance indicators on June 2025 before the start of classes. To address the inadequate monitoring due to many school activities along Monitoring and Coaching, the researcher proposed that the school heads manage distractions which will be implemented year-round
